At 4:30 PM on February 13th, 2024, the Thai Narcotics Suppression Bureau (NSB) held a press conference to announce the results of the one-year Quick Win operation aimed at reducing drug-related violence.
The NSB disclosed enforcement actions regarding the possession of drugs not exceeding 5 pills for personal use. According to regulations, individuals found in possession of five pills of category 1 narcotics would be considered drug users subject to the rehabilitation process.
Regarding differences in the new ministry regulations, those found in possession of even one pill of narcotics are still subject to criminal proceedings. Individuals found in possession of six pills or more are considered drug dealers and are subject to imprisonment, regardless of whether the drugs were purchased under coercion or sold to them, according to the NSB.
The NSB emphasized the need to draw a line between drug users and drug dealers. Additionally, the need for careful consideration and analysis of statistics were necessary to evaluate changes in drug trafficking behavior.
Regarding concerns raised about potential loopholes in the ministry regulation, particularly concerning dealers using minors to transport drugs, the NSB highlighted the importance of evaluating individual case circumstances and criminal histories. While individuals found in possession of only one pill might be sent for rehabilitation, those with a history of trafficking or clear evidence of intent to sell would face drug-related offenses.
The NSB also stressed the importance of monitoring changes in drug trafficking behavior and adjusting policies accordingly.
