Police said that Mr. Chi had entered Thailand on February 21. Mr. Chi told police he was unable go back to China during the COVID-19 situation.

Since October 5th, he had checked in at three hotels on the Phi Phi Island according to Phi Phi police. Hotel cleaners found blood, cats nails and fur in rooms and refrigerators according to the police report.

Phi Phi police stated that they found photos and videos on his mobile phone of cats under various states of duress. Some cats were pinched with paper clips. At least three cats had been tortured, police stated to the press.

Mr. Chi claimed that he loved the cats and took them to his room as they did not have a home. He stated he put a cat in a refridgerator as he thought that it might be hot. He cut off their nails according to him as he thought they were infected. He covered their heads with plastic bottles as the cats bit him, according to his statement.

He told Phi Phi police that he didn’t know about animal cruelty laws in Thailand. In China, he claimed the behavior was nothing unusual or wrong.

He is facing charges of animal cruelty and remains in detention. The cats who were allegedly tortured have all been rescued, Phi Phi police added and are now safe.
