Thai Authorities Order Urgent Probe into Thai ID Cards and House Registration of Chinese Man Found With Military Grade Arsenal Near Pattaya

Thailand’s Department of Provincial Administration (DOPA) has launched an immediate investigation into the household registration records and ID cards of a Chinese man arrested near Pattaya for a disturbing military grade arsenal of weapons, following the widespread circulation of their Thai ID cards online. This comes amid further national scandals of fake birth certificate registrations for Chinese nationals and demands from Thais on how such individuals are gaining these identity cards and documents, threatening national security, and if any Thai officials may be complicit in corruption or bribes.

DOPA Director-General Narucha Khosa-Sivillai issued the order on May 9th, 2026, directing Deputy Director-General Withoon Sirinukul, head of the department’s DOPA N.I.C.E. task force against registration-related national security threats, to expedite a thorough review of the legitimacy of the registrations.The two main documents under scrutiny are:

– Mr. Mingchen Sun (pink ID card, indicating foreign national status), a Chinese citizen with a Thai national ID number. His current registered address is in Khlong Sam Wa district, Bangkok, with a previous record of residence in Chiang Dao district, Chiang Mai province.

– Mr. Chengchao Wu (blue ID card, indicating Thai citizenship), listed as a Thai national with ID number and possibly a pseudonym or associate for Mingchen. His current address is in Bang Khae district, Bangkok, with records showing acquisition of Thai nationality through name addition in that district.The probe was triggered by high-profile news involving Mr. Mingchen Sun, who was arrested after a car accident in Chonburi province where authorities later discovered a large cache of military-grade weapons, explosives, body armor, and ammunition at the scene and his residence.

Director-General Narucha warned that any evidence of fraudulent registration practices would result in criminal prosecution for all involved parties, including the cardholders and any implicated state officials, with immediate revocation of the registrations. “Whoever is involved will face severe consequences,” the directive said, using strong language showing zero tolerance for corruption in the civil registry system.

This action comes amid a broader crackdown on document fraud networks, often referred to in Thai media as involving “jīn tháo” (gray Chinese), foreign nationals, primarily from China, allegedly using fake or improperly obtained Thai documents to gain residency or citizenship benefits. Recent operations, such as “Operation Yon Klet Mangkon” (Reverse Dragon Scales), have uncovered schemes involving sham marriages, fake birth registrations, and bribery of officials to secure Thai nationality for foreign children, with bribes reportedly ranging from tens of thousands of baht.DOPA has been actively working with anti-corruption agencies and police to review suspicious cases, particularly in provinces like Nakhon Ratchasima, Prachinburi, and Chiang Mai, where dozens of potentially fraudulent registrations have been identified and revoked. Officials stress that such irregularities pose national security risks and undermine the integrity of Thailand’s civil registration system.

Results of the latest investigation into the two individuals will be made public, authorities said.
