Pattaya City has intensified enforcement against unauthorized commercial activities on its public beaches, strictly prohibiting the rental of mats and chairs to tourists and vowing immediate seizures and fines for violators.
Municipal officials have ramped up daily inspections along Pattaya Beach after discovering operators placing foldable mats and beach chairs for rent without any official permission. Such practices are deemed illegal occupation of public space and unauthorized vending on public land, in violation of local regulations.
Authorities explained that Pattaya Beach, like all public beaches in Thailand, is national property designated for equal, shared use by residents and visitors alike. No individual or business may claim sections of the shoreline for private commercial gain.
Under the rules, anyone found setting up mats or chairs for rental purposes faces immediate confiscation of the items. Offenders will also be subject to on-the-spot fines in accordance with municipal laws. Confiscated equipment is typically transported to the Pattaya Municipal Enforcement Center for storage pending further legal action or payment of penalties.
The city clarified that personal use remains fully permitted: Tourists and locals are welcome to bring their own portable mats, foldable chairs, or other items to relax on the beach without restriction. However, commercial rental operations are only allowed on private property, such as within owned buildings, designated venues, or non-public areas.
The crackdown is to preserve the beach’s accessibility and orderly environment amid Pattaya’s high volume of visitors. Officials conduct regular patrols to ensure compliance and have urged operators to adhere to the regulations to avoid penalties.
