A 27-year-old domestic Thai tourist was left stunned and shaken while collecting shellfish on Jomtien Beach when he spotted a Danish man and a Thai woman engaged in what appeared to be sexual intercourse on a floating buoy in the sea in low tide, prompting an immediate police response.
The incident occurred around 10:06 PM on December 20th, 2025, near Soi Jomtien 5-7.
The witness, identified only as “Bas” to protect his privacy, told reporters that he was walking along the shoreline with several other people present when he noticed the couple. The man, described as a bald, fair-skinned foreigner, was completely naked and positioned on top of the Thai woman as they appeared to be engaged in explicit sexual activity. The woman was reportedly moaning loudly, drawing attention from onlookers who recorded videos before alerting Pattaya City Police.
Concerned that the behavior could damage Pattaya’s image as a premier world class family friendly tourist destination, Bas promptly notified authorities.
Police officers from Pattaya City Police Station arrived quickly, signaling for the pair to dress and come ashore. The man was later identified as a Danish national, although police withheld his name.
The Thai woman claimed it was her first time in Pattaya, stating she had traveled there to escape risks associated with border conflicts near her home. She said she met the foreigner, and after swimming together for fun, a momentary impulse led to the encounter. She insisted such behavior was out of character for her. The foreign man declined to answer immediate questions from press or police at the scene.
Officers escorted both individuals to a local police station for questioning. They were admonished for conduct that tarnishes the city’s tourism reputation before facing charges under Thai laws related to public indecency. Legal proceedings are underway as of press time.
