The Pattaya City Administration has called on all operators of residential building rental businesses in the area to register and record their information in compliance with the new Announcement of the Committee on Contracts designating “Residential Building Rental Business” as a controlled contract business, B.E. 2568 (2025), which officially took effect on September 4th 2025.
The regulation is part of the government’s “Quick Big Win” initiative, assigned by Mr. Santi Piratat, Minister attached to the Prime Minister’s Office, and to the Office of the Consumer Protection Board (OCPB). The policy aims to reduce the cost of living for citizens, ensure fair consumer protection, standardize rental agreements, and prevent landlords from overcharging for electricity and water beyond the rates prescribed by law.
To ensure smooth implementation and facilitate the handling of consumer complaints in the Pattaya area, the city is requesting full cooperation from all rental business operators.
Registration and Data Recording Process
Operators can comply in one of two ways:
– Complete the electronic form (Google Form) at:

– Or register in person with the Legal Affairs Division at Pattaya City Hall
between 19–28 November 2025 (during official working hours).
