Entertainment Complexes Set to Boost Tourism and Generate Billions in Revenue in Thailand

Thailand, March 29th, 2025 — Anusorn Iamsa-ard, a Pheu Thai Party MP, confirmed that the Cabinet has approved the draft bill for the establishment of integrated entertainment complexes. The proposal, endorsed by the Council of State, aims to create year-round tourism opportunities beyond seasonal travel.

The bill, which received public input from over 80,000 people, with 80% in favor, now moves to Parliament for further consideration, according to Anusorn. TPN Media notes, however, that it has also had major opposition from various protest groups and counter petitions.
The planned complexes will feature large-scale venues, including a 50,000-seat concert hall and an indoor stadium—facilities Thailand currently lacks. Additionally, they will house water parks, hotels, restaurants, and casinos, which will make up no more than 10% of the total project.
The initiative is projected to generate between 119 to 238 billion baht in revenue, with foreign tourist numbers expected to rise by 5-10% annually. The government could earn 12-39 billion baht per year in additional revenue, with tax collections from various businesses reaching 8-35 billion baht annually. Casino taxation alone is estimated at a minimum of 3.26 billion baht per year.
Anusorn emphasized that strict regulations will be in place to prevent gambling addiction. He urged the public to view the project as a major economic opportunity, not just about casinos, as the government moves forward with the legislative process.
