On September 10th, 2024, Mr. Ruangkrai Leekitwattana, a member of the Palang Pracharath Party, submitted a letter to the National Anti-Corruption Commission (NACC) requesting an investigation into Prime Minister Paetongtarn Shinawatra.
The investigation concerns her making a “mini heart” gesture while wearing a white uniform during a Cabinet group photo at Government House on September 7th, and encouraging other ministers such as Suriya Juangroongruangkit, Somsak Thepsutin, and Phumtham Wechayachai to follow suit, which sparked widespread criticism, according to Thai national media.
Ruangkrai asked the NACC to examine whether Paetongtarn’s actions violated ethical standards, specifically clauses 17 and 21, in conjunction with clause 27, and if the matter should be referred to the Supreme Court under Section 235 of the Constitution.
Furthermore, Ruangkrai questioned whether she could face a lifetime ban from running for office under Section 235, paragraph four.
Ruangkrai compared this case to a previous NACC investigation of Mongkolkit Suksintharanon, who was scrutinized for making a three-finger salute during a movie “4 Kings II” screening, which was deemed a violation of ethical standards. Ruangkrai urged the NACC to apply the same standards in reviewing Paetongtarn’s conduct.
