Serial Thief Arrested 19 Times Previously Arrested Again After Mugging Russian Tourist in Pattaya

A serial thief who according to police had been arrested over 19 times has been arrested again yesterday after stealing a smartphone from a Russian tourist.

Pattaya Police nabbed the suspect, 54-year-old Mr. Rungroj Sangkasinsu, at 3 PM yesterday, February 27th. The Chonburi-born man was arrested on charges of stealing a phone from a Russian woman, 59-year-old Ms. Natalia Winokuth.

According to Ms. Winokuth, she was strolling on a road in Soi 14 Naklua in the Banglamung district, Chonburi, on February 23rd, when the suspect approached her on a motorbike and snatched her phone.

Winokuth immediately reported her plight to the Pattaya police station. The police began an investigation and were quickly able to identify Rungroj and his whereabouts via CCTV footage.

He was arrested at his residence in the Ban Bueng sub-district along with the tourist’s phone and his motorcycle. Also according to Pattaya police data, Rungroj is a serial thief who has committed unlawful acts numerous occasions in the Pattaya area and has been arrested over “19 times”.

The man often targets female tourists who walk alone and carry a purse.

The suspect is currently in police custody, pending further legal proceedings. It is unclear, however, if he will receive bail and be released again.
